    Cowra Shire Council proposes to change the night flying procedures at Cowra Airport (YCWR).

    The issue

    Currently, circuits flown at YCWR at night using Runway 15 involve flying over the Cowra township. To reduce noise and improve safety, Cowra Shire Council proposes to change to right-hand circuits when using YCWR RWY 15 during any night flying.

    RWY 15/33 has Low-intensity Runway Lighting (LIRL), Pilot-Activated Lighting (PAL) and Aerodrome Frequency Response Unit (AFRU) available on the VHF multicom frequency, 126.7 megahertz (MHz). There is no standby or portable lighting.

    There are no Regular Public Transport operations at the airport. The last service stopped in 2001.

    Purpose

    The proposed change will aid noise abatement and act as an added safety measure over the Cowra township at night. It is proposed that all night circuits will be conducted to the west of the field (ie. a right-hand circuit on RWY 15 would be required at night only). This change to operations would be listed as a NOTAM temporarily and then permanently within the En Route Supplement Australia (ERSA) entry for YCWR.

    Cowra Shire Council management have reviewed the request to change the YCWR RWY 15 circuit direction at night as outlined above and agree the proposal would be worth implementing at the airport.

    The proposed change to operations has been forwarded to local operators at YCWR for comment. As part of the consultation process with the aviation sector, Cowra Shire Council are posting the proposed change on the Aviation State Engagement Forum. Please feel free to provide feedback on the proposed change. Any comments should be returned by Wednesday 23 November 2022.

    Proposal
