Seeking feedback on proposed alternate overland training area when operations in R639 not available due to conflicting priorities and the sea state precludes the use of R637.

The issue

Amberley Fast Jet training ops to occur around LSM (Lightning Storm) users. The airspace would be utilised in the event of sea state precludes operations over water. Airspace request permeant to provide alternate overland training area. The area has the potential to be activated on a weekly basis however, the intended use is only when other training areas are not available or not suitable. 

Due to COVID-19, flying programs have been compressed into the latter half of the year and to enable graduation by Dec there is a need to limit missed sorties. The airspace would allow the ability to continue flying training during poor weather or when the sea state in over water training areas precludes the use for basic flying manoeuvres. 

The proposed height is A070 – FL250 and is intended to be utilised in 2-4 hour activation windows
