Proposed changes to tower hours at Avalon Airport.

    The issue

Airservices Australia is proposing temporary amendments to tower hours at Avalon Airport in response to operational resource constraints. These amendments are being proposed to provide improved predictability of our services and reduce ongoing tactical amendments to hours of coverage.

    Purpose

This post is to notify AvSEF members of the proposed temporary changes to tower hours at Avalon Airport, which are intended to occur through to January 2024.

The following tower hours amendments are being proposed from 23 October 2023 to 20 January 2024, and have been determined to ensure safe and efficient service delivery.

    Proposed tower times
Day ERSA (local time) Proposed morning (local time) Proposed afternoon (local time)
Monday to Sunday 7 am to 10 pm 9 am to 12 pm 1 pm to 6 pm

*Please note, Avalon controlled airspace becomes Class E from 700 feet (ft) above ground level (AGL), and Class G from surface to 700ft AGL outside tower hours.

It is important that all pilots are familiar and operate in accordance with the new flight operations regulations described within Part 91. These include:

    • take-off or landing at non-controlled aerodromes
    • understanding the definition of the vicinity of a non-controlled aerodrome (91.360)
    • operating on manoeuvring area, or in the vicinity, of a non-controlled aerodrome (91.375)
    • operating on manoeuvring area, or in the vicinity, of a non-controlled aerodrome – landing and taking off into the wind (91.380)
    • operating on manoeuvring area, or in the vicinity, of non-controlled aerodrome – requirements that apply after joining the circuit pattern (91.385)
    • operating on manoeuvring area, or in the vicinity, of non-controlled aerodrome – requirements related to maintaining the same track after takeoff (91.390)
    • straight-in approaches at non-controlled aerodromes (91.395).
