    To advise stakeholders of Beachside Skydive impending cloud jumping parachute manual application and the intention to operate in accordance with the manual's procedures at Beachside Skydive Shellharbour (CBD) operation.

    The issue

    For Awareness and Communication

    Beachside Skydive intends to conduct parachuting operations within the vicinity of Shellharbour CBD (NSW) utilising an approved Cloud Jumping Parachute Manual (CJPM).

    In accordance with Australian Parachute Federation Regulatory Schedule 60, Beachside Skydive is developing and applying for a Cloud Jumping Parachute Manual (CJPM) to be used for PJE operations within the vicinity of Shellharbour CBD up to FL150 as depicted on the illustration below. The manual defines procedures for the safe conduct of PJE operations in less than VMC conditions.

    Outcomes

    Beachside Skydive has provided documentation to AvSEF regarding their submission. The following is an extract of information provided.

    Beachside Skydive PJE operation, is not under AVSEF consultation. The intention to utilise CJPM for PJE was submitted for consultation.

    Notwithstanding the above, we have objectively reviewed and sought to address all matters presented by the respondents. The responses, including those related to normal operation, did not identify any regulatory infringement.

    There were 18 submissions opposing the proposal, and 3 responses requesting more information. After consultation with The Illawarra Flyers, some flight training organisations and Skydive Australia we have decided to proceed with our CJPM submission to the APF for review and approval.
