JACC requests feedback on a proposed temporary restricted area (TRA) specifically to be employed near Eden, NSW over the period 11 – 22 March 2024.
This proposal notes the following key issues:
• Activation of TRA ‘NARWHAL’ to safely segregate civil aircraft from military flying activities in the vicinity of Eden.
• Activation over the period 11 – 22 March 2024 for up to 12 hours daily, between 08:00 – 20:00 local time.
• Conditional status of TRA ‘NAWRWHAL’ to be RA2. Final confirmation to be promulgated in AIP SUP and NOTAM.

Elements of the Royal Australian Navy (RAN) will be conducting EXERCISE DUGONG over the period 11 – 22 March 2024. Extensive medium-sized UAS (Scheibel S-100) activity will be occur from ashore in the vicinity of Eden.
TRA ‘NARWHAL’ is proposed over parts of Twofold and Nullica Bays to mitigate the risk to civil aviation.
Eden – UAS activity – EXERICSE DUGONG
Due to the nature of UAS activity, TRA ‘NARWHAL’ is required to safely separate civil aircraft with the military exercise area. The airspace status of TRA ‘NARWHAL’ is RA2.
The controlling authority will facilitate access by aircraft with a declared emergency, radio failure or participating in activities for the preservation of life and property (Search and Rescue, Medical, Police or Flood Fire Rescue). Clearances through TRA ‘NARWHAL’, when appropriate, will be provided by the Controlling Authority. Should emergency transits be required, the underlying Class G services will apply.
The Controlling Authority will monitor designated civilian aviation frequencies (eg Common Traffic Advisory Frequency (CTAF) and aeronautical emergency frequency) and the Controlling Authority will be contactable by phone (to be published in NOTAM and AIP SUP) at all times when exercise airspace is active.
TRA ‘NARWHAL’ may affect the use of the Merimbula Instrument Approach Procedures (IAP) and their associated missed approach paths. An assessment of IAP will be sought, with the outcome to be promulgated in AIP SUP.
