    Defence is proposing a temporary restricted area (TRA) over Singleton New South Wales (NSW).

    The issue

    This proposal notes the following key issues:

    • request for TRA in the vicinity of Singleton, NSW
    • civil access to TRA limited to aircraft subject to an emergency
    • conditional status of the TRA will be RA2.

    Purpose

    Defence is proposing a TRA over Singleton, New South Wales.

    Joint Airspace Control Cell (JACC) requests feedback on the proposed TRA and associated procedures for exercise TALISMAN SABRE 2025, specifically to be employed in the Singleton region of NSW.

    Proposal

    To facilitate the varied requirements of dynamic and high-speed fixed-wing aircraft access to Singleton training area. 

    Defence is proposing a temporary lateral extension to extant Singleton training area Special Use Airspace (SUA).

    The area, labelled TRA 'CASPER' has been designed to minimise the impost to surrounding aerodromes and civil airspace whilst facilitating the military activities.  To reduce the impact to Cessnock approach profiles, the lower limit of TRA 'CASPER' has been set to 7000 feet above mean sea level (AMSL).

    Safe integration of both military and civilian aviation operations is a priority of this Aviation state engagement forum (AvSEF) consultation.  Military aircraft and airspace controllers will monitor, and broadcast on as necessary, designated civilian aviation frequencies (e.g. CTAF and Civil Air Distress) at all times when the Special Use Airspace (SUA) is active.

    TRA 'CASPER' is expected to be active from 7 July 2025 3:00pm (0500Z) to 13 July 2025 10:00pm (1200Z) daily.  During Notice to Airmen (NOTAM) activation periods, access by non-exercise aircraft will not be available except in cases of a declared emergency, radio failure or participating in activities for the preservation of life and property (SAR, MED, POL or FFR). 

    Clearances through TRA ‘CASPER’, when appropriate, will be provided by the contact listed in Aeronautical Information Publication Supplement (AIP SUP).
