    Proposed implementation of Temporary Restricted Areas (TRA) to support the Avalon International Airshow 2027.

    The issue

    Multiple aircraft including Australian Defence Force (ADF) aircraft will be conducting aerial displays at various times during the Airshow. Many of these aircraft require airborne holding prior to each display. In the event of IMC, these aircraft will also require manoeuvring for an instrument approach prior to conducting a display. There is currently insufficient airspace to meet these requirements. Extension of the TRA during certain periods of the Airshow allows for containment of these aircraft and protection of other airspace users.

    Purpose

    Airservices Australia and the AMDA Foundation are seeking stakeholder feedback on a proposal to apply Temporary Restricted Areas for use during the upcoming Avalon Airshow from 15 February – 2 March 2027.

    Proposal

    The Australian International Airshow will be held at Avalon Airport, Victoria, from Monday 15 February to Tuesday 2 March 2027. The use of airspace, aerodrome and facilities vary from those published in Aeronautical Information Publication (AIP) and En Route Supplement Australia (ERSA).

    Details of applicable procedures and airspace will be provided in an AIP Supplement (AIP SUP) prior to commencement of the TRA.

    R979 A, B and C will be active from 0730 15 February until 1800 2 March 2027 (local time). The dimensions of R979ABC are unchanged from the 2025 Airshow.

    The two additional TRA (R979 D and E) which were introduced for Avalon Airshow 2025 will again be implemented.  These areas comprise:

    1. Southwest Area for airborne holding (R979 D); and

    2. Northern Area for aircraft manoeuvring in IMC (R979 E). 

    Note: the Northern Area is wholly contained within existing controlled (Class C) airspace. 

    These additional TRA will be activated by NOTAM for periods of approximately 4 hours (subject to change) for ADF practice & display sessions. 

    Class D ATS (as per AIP ENR 1.1 section 2.2.7) will be provided in all TRA airspace by Avalon Tower.

    Transit flights through the TRA will not normally be permitted. Emergency traffic requiring operations in the TRA will be processed according to their priority requirements. All operations to Avalon (YMAV) during this period require prior permission from AMDA Foundation Limited. 

    All helicopter operations will be subject to specific requirements. Helicopter Operations within the Helicopter Access Corridor (HAC) require an Air Traffic Control Clearance

    During the TRA activation, Avalon Tower will be active daily from 0545 until 2300 (local time). For operations outside tower hours, including emergency operations, the pilot must contact AMDA Aircraft Operations on +61 (0)467 579 595 to arrange activation of YMAV tower. Flight Plan notification is not sufficient.

    Details of the proposed additional TRA, as well as diagrams, are provided below. Please note these are subject to change; refer to NOTAM and AIP SUP for finalised dimensions.

    Full details of arrangements and procedures for the 2027 Airshow will be published via AIP SUP prior to the event. Refer to this SUP when operating close to Avalon. Aircraft operating within the vicinity of the Airshow TRA should be careful not to infringe this airspace.

    Details of the proposed additional TRA including associated diagrams, are provided below. These remain subject to amendment. Pilots are to refer to applicable NOTAM and AIP SUP for the finalised dimensions and controlling information.

    Full details of operational arrangements and procedures for the 2027 Airshow will be published via AIP SUP prior to the event. Pilots operating in the vicinity of Avalon are to consult the relevant AIP SUP prior to flight.

    Aircraft operating in proximity to the Airshow TRA are to exercise caution and ensure strict compliance with promulgated airspace restrictions to avoid inadvertent airspace infringement.
