To seek members’ feedback on the proposed Temporary Restricted Areas (TRA) ‘RAKALI' and ‘GHOST’ to support the Australian Defence Force Amphibious Exercise SEA RAIDER 2022.

    The issue

    • Requirement for military small-sized Unmanned Aerial Systems (UAS) (RQ-12 Wasp and RQ-20 Puma) operations in Restricted Airspace in the vicinity of Cowley Beach Training Area (CBTA) above 400FT during periods of day and night
    • Requirement for military medium-sized UAS (Scheibel S-100 Camcopter, RQ7 Shadow) operations in Restricted Airspace in the vicinity of CBTA
    • Activation of TRA-Rakali (Surface-3000FT) and TRA-Ghost (3000-6000FT)
    • Proximity of TRAs to Innisfail aerodrome (YIFL), local parachuting areas, and north-south coastal scenic route adjacent to Cowley Beach
    • Proximity of TRA-Rakali and TRA-Ghost to YIFL NDB and RNP Instrument Flight Rules approaches.

    Purpose

To seek members’ feedback on the proposed Temporary Restricted Areas (TRA) ‘Rakali' and ‘Ghost’ to support ADF Amphibious Exercise SEA RAIDER 2022. There will be increased military rotary wing and UAS activity overhead and in the vicinity of CBTA for the duration of the Exercise period and we are seeking information on the safety and operational impacts of this to allow safe integration of both military and civilian aviation operations.

Exercise SEA RAIDER 2022 will be conducted from 15 - 26 September 2022 in the area surrounding CBTA, Mission Beach and Dunk Island. This activity will consist of existing Class G airspace surrounding CBTA, with the addition of the two TRAs to support military operations to/from Royal Australian Navy vessels and onshore locations. Both TRAs will be activated for up to one 10-hour window daily during both day and night hours (including weekends). Hours of activation for the TRAs will be included in the NOTAMs with not less than 24 hours notice, there will be varying ability for non-exercise aircraft to access this airspace. Please refer to the attachment below for further details.
