Defence proposes a temporary restricted area (TRA) 'LOLLIPOP' for containment of military flying and live firing activities from 15 - 16 July 2025.
The issue
This proposal notes the following key issues:
- request for TRA to extend the lateral limits of Bradshaw field training area (BFTA), Northern Territory (NT)
- numerous air routes are affected with diversion routes to be published in an associated Aeronautical Information Publication Supplement (AIP SUP)
- D236AB COLLIBAH CORRIDOR, Visual Flight Rules (VFR) transit lane will not be available during activation of TRA
- designed to remain outside 3 NM of Timber Creek aerodrome (YTBR)
- civil access to TRA limited to aircraft subject to an emergency
- conditional status will be RA2.
Purpose
Joint Airspace Control Cell (JACC) requests feedback on a proposed TRA to encompass military flying and live firing activities in BFTA from 15 - 16 July 2025.
Proposal
Over the period of 15 - 16 July 2025, defence intends to conduct a number of live fire exercises in BFTA. Defence is proposing the declaration of a TRA to safely encompass live fire effects and protect non-participant aircraft.
AIRSPACE DESIGN
TRA ‘LOLLIPOP’ has been designed to extend the lateral limits of BFTA airspaces (R268, R269 and R270) and provide SFC-FL360 airspace coverage, encompassing all effects within the airspace and assuring the safety of non-participant aircraft.
TRA ‘LOLLIPOP’ has been designed to remain three nautical miles (NM) clear of YTBR to ensure that visual meteorological condition operations are available.
The extant danger area transit corridors through BFTA restricted airspace, D236A - ‘COOLIBAH CORRIDOR NORTH VFR TRANSIT LANE’ and D236B – ‘COOLIBAH CORRIDOR SOUTH VFR TRANSIT LANE’ will not be available during TRA ‘LOLLIPOP’ activation times with VFR transit to be conducted east of R269 and R270. Advice of this requirement will be published in the associated AIP SUP.
Access to TRA ‘LOLLIPOP’ by non-participant aircraft will not be available except for aircraft with a declared emergency or operating in the preservation of life or property (medical evacuation, flood and fire relief, petroleum, oils, lubricants and search and rescue).
The Air routes W226, W614 and Z35 are affected by this activity. Diversion routes for this airspace configuration will be consulted with Airservices Australia and published via an associated AIP SUP.
TRA ‘LOLLIPOP’ will not affect any Instrument Flight Procedures (IFP).

PROPOSED TIMINGS
TRA 'LOLLIPOP' is proposed for activation between 15 - 16 July 2025 in accordance with the following timings:
The primary activity date is the 15 July with the 16 July held as a contingency in the case of delays or unserviceable equipment.
TRA 'LOLLIPOP' is planned to activate during the final hour of Configuration Bravo (notified in Aviation State Engagement Forum (AvSEF): Proposed temporary airspace changes to support military exercises in NT) which will result in some overlap of restricted airspace. This overlap will be managed internally to Defence for activities contained within. For the second and third hour of activation, no other restricted airspace in the vicinity will be active.
