    Proposed establishment of two new permanent restricted areas in vicinity of Cowley Beach to facilitate military flying operations.

    The issue

    • Establishment of permanent Restricted Areas (RA) in place of existing Temporary Restricted Areas (TRA) ‘SPECTRE’ and ‘GHOST’ to safely segregate civil aircraft from military flying activities in vicinity of Cowley Beach.
    • Proximity of the RAs to Innisfail aerodrome (YIFL), local parachuting areas and coastal scenic route adjacent to Cowley Beach.
    • Proximity of the RAs to the Proximity of proposed RAs to the YIFL RNP RWY 32 approach.

    Purpose

    National Airspace Management Office (NAMO) requests feedback on a proposed permanent restricted airspace IVO Cowley Beach to facilitate military flying operations in the area. This RA will replace existing TRAs ‘SPECTRE’ and ‘GHOST’.

    Proposal

    NAMO is proposing the establishment of two permanent restricted areas to enable military training activities IVO Cowley Beach Training Area (CBTA). These activities currently utilise existing Class G airspace surrounding CBTA, with the regular addition of TRA ‘SPECTRE’ and TRA ‘GHOST’ to support increased combat focused military rotary wing and unmanned aircraft systems (UAS) operations between the shore and Royal Australian Navy vessels. The proposed Restricted Areas are consistent with previously declared TRAs ‘SPECTRE’ and ‘GHOST”. 
    Military aircraft and airspace controllers will monitor, and broadcast as necessary on, designated civilian aviation frequencies (e.g. common traffic advisory frequency (CTAF) and aeronautical emergency frequency) when the RAs are active. Non-participant aircraft may request transit clearance through the airspace via a promulgated frequency and transit procedures detailed in the associated Aeronautical Information Publication Supplement (AIP SUP). Transit may be approved on a case-by-case basis where safe to do so.

    Non-priority civilian aircraft should plan to avoid transits through R7xxA (RA2) due to increased UAS and RW operations. R7xxA has been designed to avoid common parachute jumping exercise (PJE) areas, and facilitate Dunk Island access, with a vertical limit that facilitates transits at or above 3000 feet (FT) above mean sea level (AMSL). Aircraft tracking north/south can also avoid R7xxA by remaining to the west of the Bruce Highway. 

    Transits through R7xxB (RA1) are expected and may be requested through the controlling authority using procedures detailed in the associated AIP SUP. Expected transit levels through R7xxB will be between 3000-4000FT AMSL. Non-military aircraft authorised for transit will be deconflicted from all military activities by at least 1NM laterally or 1000FT vertically. Traffic information will be provided to all transiting aircraft. All YIFL instrument flight procedures (IFPs) will be affected by R7xxA/B with use of the IFPs only available after clearance from the military airspace controllers.
