Proposed Remotely Piloted Aircraft System (RPAS) operations in Queensland supporting aeromedical logistics expansion.

    The issue

RPAS Operations will occur from surface – 400 feet, Beyond Visual Line of Sight (BVLOS), from point-to-point in the area outlined in the attachments. Swoop Aero are seeking input from local airspace users on any deconfliction or safety requirements.

    Purpose

To inform Aviation State Engagement Forum (AvSEF) users of proposed RPAS operations in Queensland commencing in the second quarter of 2023.

Swoop Aero has been successfully conducting aeromedical logistics operations in Goondiwindi, in Southeast Queensland, since November 2021. Swoop Aero is proposing a phased expansion of its operation throughout Southeast Queensland. These operations will use RPAS, flying BVLOS, to primarily deliver medical goods with tertiary services including other logistics, humanitarian aid and disaster relief, mapping, monitoring, surveys and demonstrations.

These operations will take place during, or around, business hours with additional specific stakeholder engagement to be conducted with those areas more directly affected.

The Phased expansion of operations is planned as follows:

    • phase 1A: Toowoomba to Kingaroy (Single Route) - Early Quarter 2 2023
    • phase 1B: Darling Downs - Quarter 2 2023
    • phase 2: Metro Boundary - Late Quarter 3 2023
    • phase 3: Northwest New South Wales - Quarter 4 2023
    • phase 4: Greater Darling Downs and Central Queensland - Quarter 1 2024
    • planned network map overview.

In line with CASA approval of these operations, all strategic and tactical deconfliction requirements will be adhered to which may include but not limited to, the use of NOTAMs, and electronic conspicuity devices.

This information is provided to this forum as an additional layer of the Stakeholder Engagement Plan and as an opportunity for members to raise any safety concerns on the information provided or may wish to request more detail.
